I thought that was to protect them from future damage and didn't really care about that as the car was being traded but they looked so bad after the prior steps that I decided to go ahead with that step as well. Hey presto, the headlights cleared beautifully! Well worth the price, I'd highly recommend this product but be sure you complete the very last step.

An hour after I applied it the Sun came out. Two hours after that it rained. The application survived and I haven't had any problems even though my conditions were not advisable. They went from gently fogged to brilliantly clear and a terrific investment of money and time. Question: What if only a section of the cover is damaged? Lower half of the headlight is clear won't sanding damage the clear plastic? Answer: i'm not an expert but I think you are right that the cleaning agent and sanding would 'damage' the area you think is still good.
My headlights still looks so good 9 months later that I'd recommend you go ahead and do the whole headlight but maybe not spend too much time sanding the bottom part. You'll be amazed how much more light you will get out of your headlights after the restoration.

I spent well over an hour on each headlight did them at the same time as suggested. Once I was done with the sanding and before applying second coat of spray cleaner, I found I was unhappy with results of one of the headlights.
I went through the entire sanding process again on that headlight. When I finally applied the clear coat, I was expecting magic and looked forward to each light looking new. Regrettably, they looked much better than before but not the "wow" I was expecting. My lights are much better but I was hoping for more. Next time, may use a coarser grade of sandpaper on the first step.
